Relaunched plans for a housing complex

A local business that withdrew its candidacy for a proposed housing project along Merrick Road in August due to rising lumber and building material costs, has again appeared before the Town Planning Council of the city in order to move the project forward.

Steve Buck, owner of Buck Construction, of Whitesboro, appeared before Planning Council again on Tuesday for a final deck review and site plan review for a 50-lot first phase of a large residential development of approximately 69 lots off Merrick Road, via Charles Anken Boulevard, which will be known as Delta Luxury Townhomes, LLC.

In May, Buck shared plans to build 64 single-family residences and townhouses as part of the subdivision, which would also have included a clubhouse with amenities such as a swimming pool, basketball court, and tennis courts for residents of the community.

Buck pulled the entire project out in August. But city planner Garret Wyckoff said that due to the improvement in the costs of materials needed for the project in recent months, Buck decided to go ahead with his proposal.

Regarding the final platform review, Wyckoff said the final platform review was for the subdivision of the property, which was approved by the planning council on the condition that Buck includes sidewalks on both sides of the proposed new rights-of-way and on one side of Charles Anken Boulevard.

Buck was also asked to work with the city to determine an adequate lighting plan for the property.

The lighting plan “wasn’t included before” in the final plate, “and that’s important to address,” Wyckoff said.

Due to the fact that the planning board received the documents too late for review prior to the meeting, the site plan was presented to the December meeting.

In other cases:

• Anthony Festa, of Merrick Road, appeared on an application for a site environmental quality review and site plan review for an 18,000 square foot commercial storage unit at 7371 E. Dominick St.

Festa is proposing to install six prefabricated metal storage units on concrete slabs on the 1.8 acre property. It would also install a power supply for motion sensor LED lighting on all units; an automated entrance door; bollards for the protection of buildings; a diamond-mesh perimeter fence; a private fence facing East Dominick Street; and an access door to the front of the property. Festa said it will pave the driveway and areas around the storage units, and also install a French drain to catch runoff.

Because the 30-day window was still open on the SEQR and because comments from the State Department of Environmental Conservation were still needed, members of the planning board voted unanimously to submit the requests. at the December meeting.

• Cale Tallman, owner of Tallman’s Tire & Auto Repair, headquartered in Yorkville, requested a SEQR and site plan review for an approximately 7,200 square foot automotive service facility at 310 E. Chestnut St The proposed 0.7 acre site was a former office complex that has since been demolished.

William C. Nichols, Senior Project Engineer at Delta Engineers, Architects & Surveyors, Vernon, spoke on behalf of Tallman to the planning board.

Nichols explained that the 7,200 square foot building would have eight maintenance bays, customer service, storage facilities and restrooms. There would be paved parking for a total of 35 vehicles with two accessible parking spaces, a dumpster enclosure, a truck loading / unloading area and sidewalk access into the building.

There is a multi-family residential development located to the south and northeast adjoining the property. The Burger King at Mohawk Acres Plaza would be across from the site.

“It’s a great site for installation,” Nichols said of the proposed auto repair business.

Asked about the noise, especially with Urbandale Parkway nearby, Nichols said that shouldn’t be a problem. Landscape buffers and plantings have also been proposed.

Members of the town planning council were concerned about a gutter located at the front of the property.

Wyckoff explained that from the street view of the property, there is an area at the front of the building that is a “little concrete hollow” so it is “not up to” current engineering standards. . Planning council members then voted to unanimously approve the revised site plan for the project, provided the area is reconstructed with an appropriate border to coincide with neighboring properties.

The council also granted a negative statement on the SEQR, stating that the project would have no negative environmental impact. Although Delta Engineers and Tallman do not need to appear before the planning board again, as a condition of site plan approval, they must revise the site plan to indicate the replacement of the open gutter with a curb and side curb for a 10 foot path, rather than the existing sidewalk. They must also submit plans to include code-compliant lighting and signage to the city’s Department of Community and Economic Development.
